Overview

How did François Hollande, elected President of the Republic in 2012, who had never been a minister before and therefore had little experience in international relations, tackle major foreign policy issues when he became head of state? At the head of a country like France, a permanent member of the UN Security Council and a nuclear power, was he up to the challenges of what is known as presidential diplomacy?
